US Congressman. His family immigrated to the United States and settled in Georgia when Whiteley was six years old. He received private instructions and studied law. Admitted to the bar in 1860, he established a law practice in Bainbridge, Georgia where he also engaged in manufacturing. He was opposed to secession, but when Georgia adopted the ordinance he joined the Confederate Army and served throughout the war, attaining the rank of major. Upon entering politics he was a member of the state constitutional convention in 1867. He ran unsuccessfully for the Fortieth Congress in 1866. He was elected to the United States Senate in 1870 to fill a vacancy, but the senate refused to seat him because the election was held prior to Georgia's readmission to the Union. He was then elected to fill a vacancy in the Forty-first Congress when the house declared that Nelson Tift was not entitled to the seat. He was reelected to the following two terms of congress, but was unsuccessful in his bid for the next two elections. He moved to Boulder. Colorado in 1877 and resumed his law practice. He remained in Boulder until his death.
