U.S. Congressman. He graduated from Yale University, in 1936, from Yale Law School, in 1939 and was admitted to the New York bar in 1940. During World War II, he served as a Captain in the U.S. Army War Department Staff. After the war, he was special assistant to Assistant Secretary of State, (1945-46), deputy administrator, Technical Cooperation Administration, (1951-53) and secretary to Governor Averell Harriman, (1955-58). He was a United States representative on United Nations Trusteeship Council with rank of Minister, (1961-62) and Ambassador on United Nations Economic and Social Council, (1963-64). In 1965, he was elected as a Democrat to the Eighty-ninth and to the next eight succeeding Congresses, serving until 1983. He died from complications of pneumonia, at age 72.
