U.S. Congressman. Born the son of Congressman Francis Edwin Shober, he graduated from St. Stephen's College with a ministerial degree in 1880 and was pastor of St. John's Episcopal Church in Barrytown, New York (1880 to 1891). He also worked in journalism as editor of the Rockaway Journal and as a member of the editorial staff of the New York World. Entering politics, he was elected as a Democrat to the Fifty-eighth Congress (1803 to 1805). An unsuccessful candidate for re-nomination, he was Deputy Tax appraiser of the State of New York (1907 to 1908) and editor of the New York American until his death.
