US Congressman. Born in New Jersey, he moved to Hartford, Connecticut, in 1886, where he engaged and was successful in mercantile pursuits. After serving 20 years in various city government positions, he was elected as a Republican to represent Connecticut's 1st Congressional District in the United States House of Representatives, serving from 1915 to 1917. An unsuccessful candidate for reelection, he resumed his former business interest until his death at age 59.
