U.S. Congressman. He moved to California with his parents in 1856, graduated from the University of California, in 1865, studied law at the University of Virginia at Charlottesville, was admitted to the bar by the Supreme Court of California in 1868 and commenced to practice in Oakland, California. He was admitted to practice before the Supreme Court of the United States in 1882 and was district attorney of Alameda County, California, (1875-77). In 1883, he was elected as a Democrat to the Forty-eighth Congress, serving until 1885. An unsuccessful candidate for reelection, he was Mayor of Oakland, California, (1887-90) and practiced law until his death at age 68.
