A graduate of West Point in 1879 he served as Brigadier-General of the US Army (this rank being achieved in 1904). Police Commissioner for NY City (1906-1910). Chief engineer of the NY Bureau of Highways and later a consulting engineer to the Bridge Department (1911-1915). Recalled to active army service in 1917, he commanded the second engineering district of NY and later was appointed as Chief Enginner at Governors Island; retiring in 1919.
