(special thanks to Dennis Brooke for the following info) - Isaac Windsor was born about 1844 in Fayette County, (West) Virginia. His parents were Albert G. Windsor (1812-1886) and Elenanor (spelled Elendor) Sanner born September 22, 1821 and died on September 23, 1891. Elendor is buried at the Prosperity Cemetery in Raleigh County, West Virginia. His father's burial place is not mentioned.

According to the 1850 census he was listed as being 7 years of age and living in District 14 in Fayette County (West) Virginia.

According to the 1860 census Isaac Windsor was living with his family in District #2 in Fayette County (West) Virginia and he was listed as being 14 years of age.

In both census reports his older brother Anderson Windsor remains two years older than Isaac.

Both Isaac and Anderson Windsor enlisted on September 19, 1862 in Captain Thurmonds Company Hounshell's Battalion, Virginia Cavalry (Partisan Rangers) in Fayetteville, (West) Virginia. According to Isaac Windsor's Compiled Military Service Records he deserted on October 28, 1862. Anderson (who did survive the War was listed as deserting on October 29, 1862. The 8th (West) Virginia Infantry (Union) was broken up into companies and placed in various places in Western Virginia in November of 1862.

On November 11, 1862 Isaac Windsor is reported as being captured by the 8th (West) Virginia Infantry in Fayette County (West) Virginia. Private Isaac Windsor was also reported as being a conscript which he may have been. He was taken to the Atheneum Prison in Wheeling (West) Virginia and arrived there on November 30, 1862. He was listed as being 17 years of age and being a resident of Fayette County (West) Virginia. He was 5' 7 and one half inches in height with a dark complexion, gray eyes, brown hair, and his prior occupation had been a farmer. Private Isaac Windsor arrived at Camp Chase on December 2, 1862 and was on a list to be sent to Cario, Illinois for exchange. What makes him different from Heavener/Hevener was that according to the Camp Chase records he was retained at the Camp Chase hospital and not sent to be exchanged because of his health. He died on December 10, 1862 of chronic diarrhea.

Private Isaac Windsor was buried in grave #56 at the Southeast City Cemetery by Brotherlin & Halms (contracted government undertakers). His body would be re-interred to the Camp Chase Confederate Cemetery by Captain Irving of the United States Quartermasters Department in May of 1869 and may be double buried with 2nd Lieutenant Peter S. Hevener 2nd Company D 62nd Regiment, Virginia Mounted Infantry (1st Regiment Virginia Partisan Rangers).
