Served as Delaware's U.S. Representative from February 14, 1794 to February 7, 1795 and as Delaware's U.S. Senator from February 7, 1795 to February 28, 1801. Also served as a surgeon during the Revolutionary War and in the Delaware State House of Representatives from 1787 to 1790.
