U.S. Congressman. He attended Wallkill Academy, graduated from the law department of the University of Michigan, in 1883, was admitted to the bar and commenced to practice law in Westerville, Ohio. Moving to Ann Arbor, Michigan, he was editor of the Westerville Review in 1884, Adrian Daily Record, (1884-86) and the Ann Arbor Argus, (1886-1905). In addition, he was Mayor of Ann Arbor, (1888-90), Postmaster of Ann Arbor, (1894-98), city treasurer, (1891-93, 1903-05) and city assessor, (1906-13). In 1913, he was elected as a Democrat to the Sixty-third, Sixty-fourth and Sixty-fifth Congresses, serving until 1919. After his final term, he was assistant chief of the industrial cooperation service of the United States Department of Commerce and a staff member of the United States Veterans’ Bureau, until his death at age 66.
