Howard was the third of four children of Newton Howard Moulton, a laborer from Gilead, Tolland Co., Connecticut, and Clara Roena Stowell Moulton. Howard grew up in East Hartford, Hartford Co., Connecticut.

His mother left the family when he was a teenager.

He married twice. He wed Alice S. Shores, and they had a son, Howard Newton "John" Moulton, Jr. in 1922. The couple separated soon after John's birth.

Howard then married E. Jeannette Barrett. They had four children together: Raymond Nelson in 1929, Howard Wesley in 1930, Robert Everett in 1931 and Jeanette Auburn in 1937.

He was a veteran of World War I in Battery F, 33rd Field Artillery Regiment, 11th Division of the US Army.

After the war, Howard spent some time with his sister Olive in New York City, but he lived most of his adult life in Rocky Hill, Hartford Co., Connecticut. He was a wire worker.

He had 11 grandchildren, 17 great-grandchildren and 7 known great-great-grandchildren as of mid-2014.
