Carroll E. Ballard was born August 9, 1911 in Dresden, Kan. to Daniel W. and Mary E. (Markel) Ballard. As a young child he moved to Wyoming with his parents, and they homesteaded north of Douglas in the Bill community. He was reared and educated in Converse County, graduating from the Converse County High School. He was involved with the family ranching business for several years. He then ventured into the construction business which took him to Iowa. It was in Iowa that he met and married Lela E. Cravel (Craven?)on June 6, 1937 in Winterset, Iowa. After marriage they returned to the Douglas area.

He was involved in ranching for the majority of his life. He was also a businessman in Douglas and was past Converse County Treasurer for four terms.

He is survived by his wife, Lela; one daughter, Shirley Ballard; one son, Jim Ballard all of Douglas; four grandchildren, Delyn Graham of Basin, Wyndi Ballard of Mesa, Ariz., Shileen Ballard of Douglas, and Shad Ballard of Douglas; one great granddaughter, Kylie Shanee Graham of Basin; two brothers, Dan Ballard of Cody and Melvin Ballard of Douglas; and one sister, Mabel Dixon of Paradise, Calif. He was preceded in death by his parents and one brother, Emmett Ballard.
