US Congressman. Born in Clinton, Massachusetts, during World War I, he served as a Seaman in the US Navy, (1917-19). After the war, he graduated from Harvard University in 1920, Columbia University Law School, in 1924, was admitted to the bar and commenced to practice law in Boston, Massachusetts. He was secretary for US Senator David I. Walsh (1921-40), special counsel for the US Senate Committee on Education and Labor (1934-36) and a referee in the US Department of Labor, (1936-37). He also was a member of the advisory board of the Massachusetts Unemployment Compensation Commission, (1937-40) and chairman of the Clinton Massachusetts Finance Committee. In 1943, he was elected as a Democrat to the Seventy-eighth Congress and to the next thirteen succeeding Congresses, serving until 1971. He died at age 74 in Bolton, Massachusetts.
