Civil War Confederate Army Officer. US Congressman. Upon the outbreak of the Civil War, he enlisted in Company A, 39th Virginia Cavalry Battalion. He served with that unit until 1863, when he was promoted to Major and detailed to General Robert E. Lee's Headquarters Staff. He served in that capacity unit April 1865, and was present when General Lee surrendered the remnants of the Army of Northern Virginia at Appomattox Court House. After his parole he returned to his native Maryland, became a lawyer and served in the Maryland State Legislature. He was then elected as a Democrat to represent Maryland's 4th District in the United States House of Representatives, serving first from March 4, 1899 to March 3, 1901, then from March 4, 1903 to March 3, 1905.
