US Congressman. He graduated from Princeton College in 1858, entered politics and was a member of the Maryland State House of Delegates. He then studied law, was admitted to the bar and commenced to practice law in Baltimore, Maryland, in 1869. He was a collector of internal revenue for the third district of Maryland and served as solicitor for Baltimore. In 1883, he was elected as a Democrat to the Forty-eighth and Forty-ninth Congresses, serving until 1887. After his term, he was appointed a member of the Venezuelan Claims Commission, in 1889 and continued to practice law until his death at age 67.
