U.S. Congressman. He attended Calvert Business College, Johns Hopkins University and then engaged in the advertising sign business. He was chairman of the Democratic State central committee of Baltimore, Maryland, in 1938 and a member of the Baltimore City Council, (1939-44). In 1945, he was elected as a Democrat to the Seventy-ninth Congress and to the next twelve succeeding Congresses, serving until 1971. An unsuccessful candidate for re-nomination, he lived in retirement until his death at age 77.
