U.S. Congressman. Successful in the business of cotton manufacturing, he established large cotton-duck mills located in Franklinville, Maryland. He was commissioner of Baltimore County, (1895-99). In 1901, he was elected as a Republican to the Fifty-seventh Congress, serving until 1903. Declining to be a candidate for re-nomination, he resumed his former business activities and was elected to the Sixty-seventh Congress, serving (1921-23). An unsuccessful candidate for re-election, he retired from politics and died after at age 74.
