US Congressman. A member of the Republican Party, he served California's 10th District in the US House of Representatives from 1953 to 1974. He attended San Jose State Junior College and the University of California from where he graduated with a degree in Education in 1937. He taught at the high school level in his hometown of Gilroy, California, before turning to farming. He initiated his career in politics, serving as a member of California's State Assembly (1951 to 1952). During his tenure in Congress, Gubser co-introduced legislation with (Thomas 'Tip' O'Neill) which holds lawmakers responsible for being present during voting. He was primarily in favor of US Military involvement during the Vietnam War and prior to President Nixon's resignation in 1974, Gubser supported impeachment proceedings. After leaving Washington, Gubser served as US chairman of the Canada-United States Joint Board of Defense.
