U.S. Senator. He studied law, admitted to the bar and practiced law at Georgetown, Delaware. He was a member, Delaware General Assembly, (1794-98). In 1799, he was elected as a Federalist to the United States Senate to fill the vacancy caused by the death of Joshua Clayton, serving until 1804 and again elected as a Federalist to the United States Senate to fill the vacancy caused by the resignation of James A. Bayard, serving (1813-17). After leaving office, he was involved in the oil business in Pennsylvania and continued the practice of law until his death.
