U.S. Congressman. Born in Vienna, Austria, he graduated from the University of Vienna Law School and immigrated to the United States in the 1920s. He was admitted to the bar in 1926 and commenced practice in Pittsburgh, Pennsylvania. There he was appointed as chairman by the National War Labor Board and the Third Regional War Labor Board, to handle legal problems in cases involving labor disputes. In 1933, he elected as a Democrat to the Seventy-third, Seventy-fourth and Seventy-fifth Congresses, serving until 1938. After his term, he was elected judge of the common pleas Court of Allegheny County, Pennsylvania, serving (1938-66). He then retired and lived in Miami, Florida, until his death at age 85.
