US Congressman. He was elected as a Representative from the newly-established 21st Congressional District of New York to the United States House of Representatives. His parents were originally from from Long Island, New York. Attending the Congregational Church from childhood, he used his evangelical Christian fervor throughout his life. He graduated from Princeton College in 1788. He taught school in Montgomery, New York from 1789 to 1792. After studying law under the office of Josiah Hoffman in New York City, he was admitted to the bar practicing in New York City, New York and in Tioga County from 1794 to 1796. He tried the first jury case in Canandaigua Country remaining there from 1796 to 1851. Howell was attorney general for western New York from 1799 to 1802 and a member of the New York State Assembly in 1804. He was elected as a Federalist to the Thirteenth Congress, holding office from March 4, 1813 to March 3, 1815. Serving only one term, he seldom spoke from the floor, yet always supported the Federalist position. To improve the transportation between the Hudson River and Lake Champlain, he was appointed a member of the commission to appraise the Western Inland Lock Navigation Company in 1817. He was the first judge of Ontario County, holding that office from 1819 to 1832. He was trustee of the Presbyterian Auburn Theological Seminary from 1821 to 1829.
