25th New Jersey Governor, Washington Territorial Governor, US Congressman. Rutgers College graduate, class of 1836. A physician who graduated from the University of Pennsylvania, he served two separate terms in Congress that were 14 years apart. He twice represented New Jersey's 2nd District as a in the United States House of Representatives, serving first as a Whig from 1847 to 1851, then as a Republican from 1865 to 1867. In 1857 he was elected as the 25th Governor of New Jersey, and served from 1857 until 1860. During the Civil War he medical training was called upon, as he served as the superintending surgeon of Monmouth County Militia. When he was defeated for his Congressional seat in 1867 by Congressman Charles Haight, he resumed his medical practice until 1877, when he made an unsuccessful bid to return to the Governorship (losing to former Civil War Union General George Brinton McClellan). In 1880 he was appointed Governor of the Territory of Washington by President Chester A. Arthur, and served from 1880 to 1884. He died in Allentown, New Jersey on 1901.
