U.S. Congressman. Moving to West Virginia, in 1867, he attended the University of West Virginia, studied law, graduated from Princeton College in 1886, was admitted to the bar in 1887 and commenced to practice law in Fayetteville, West Virginia. He was appointed by President McKinley U.S. District Attorney for West Virginia, serving (1897-1901). In 1901, he was elected as a Republican to the Fifty-seventh Congress and to the next four succeeding Congresses, serving until 1911. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 86.
