West Virginia Governor. After graduating from West Virginia University, he taught school for several years and was Superintendent of Public Schools in Monongalia County, (1887-90). After receiving a degree from West Virginia University Law School, he began practicing law in Morgantown, in 1903. He also served as Collector of Internal Revenue for the District of West Virginia and was appointed as the internal revenue collection for the District of West Virginia, by President Theodore Roosevelt, serving (1905-08). In 1909, he was elected as a Republican the 13th Governor of West Virginia, serving until 1913. As Governor, he advocated taxes for natural gas, funding for education, mine safety laws, created a public service commission, anti-lobby legislation, an anti-trust law and environmental legislation. After leaving office, he returned to the practice of law until his death at age 62.
