Charles was the son of Jarrett Monroe & Mary Jane (Davis) Veal. His siblings were: Elizabeth C., John Semion, Thomas Benjamin, James Alvin "Patch," Rebecca Jane, Bertha E., Columbus, William Monroe, Nancy Salena, & Mathew Patterson.

He married Adella H. White born in Birmingham, AL in 1860. Their children were: Alice, Mamie, Dossie, Willie, Minnie, May, George Robert, Charles Monroe, & Maurice.

Adella died in Mississippi.
