US Congressman. Elected as a Democrat to represent New York's 16th District in the Twenty-eighth Congress, he served from 1843 to 1845. An 1823 graduate of Union College in Schenectady, New York, he was admitted to the bar in 1829 and became a practicing attorney in Waterford. He was prosecuting attorney of Saratoga County from 1837 to 1843. A northern conservative, Ellis was a great admirer of John C. Calhoun and argued strongly for the annexation of Texas. He was described as "naturally diffident, but a vigorous debater when aroused". Defeated for reelection in 1844, he practiced law in New York City until his death.
