US Congressman. After graduating from Washington and Lee University in 1892, he was admitted to the bar and establised a legal practice in Bramwell, West Virginia. He eventually took over the management and development of his father's coal properties in West Virginia. He was elected to the United States Congress from West Virginia and served from 1915 to 1919. Following his service in Congress, he returned to the management of his coal companies.
