US Congressman. A lawyer by trade, he enlisted in the Union Army during the Civil War, being commissioned Captain and commander of Company H, 8th Massachusetts Volunteer Infantry on October 30, 1862. He served with the regiment until August 1863, when he was promoted to Major and transferred to the 2nd Massachusetts Volunteer Heavy Artillery. Honorably mustered out on October 9, 1863, a few days later he joined his third regiment of the war when he was commissioned as a Captain of Company C, 3rd Rhode Island Volunteer Cavalry on October 13, 1863. He then served through the end of the conflict, and was honorably mustered out on August 11, 1865. After the war he moved to Chicago, Illinois, where he built a successful financial and insurance business. He was elected as a Republican to represent Illinois's 2nd and 3rd Congressional Districts in the United States House of Representatives, serving from 1879 to 1885. In 1893 he served as Director General of the World's Columbian Exposition, which was held in Chicago.
