Donald Robert Burke, the son of Walter James Burke and Bertha Perry, was born in New Iberia, Louisiana. He completed two years of college - one at Springhill College in Mobile, Alabama, and one at Louisiana State University. A majority of his career was spent as a rice broker for the Louisiana State Rice Company, and at one point he operated his own rice mill. Donald also entered into the coffee roasting business for a while, producing his own coffee, called "Burke's Coffee," which, unfortunately, did not prove to be a financial success.

On October 25, 1916, Donald R. Burke was married in New Iberia to Celeste Block Dimitry, the daughter of Dracos Anthony Dimitry and Elizabeth Dimitry Ruth.
