Colorado Governor. During World War I, he served with the 154th Infantry, U.S. Army, in France. After the war, he graduated from the University of Denver in 1921, earned a law degree from Westminster Law School in 1929 and practiced law in Denver, Colorado. He served in Colorado State Senate, (1930-34) and was Denver City Attorney, in 1935. In 1936, he was elected as a Democrat the 28th Governor of Governor, serving until 1939. During his tenure, the State Water Conservation Board and the State Game and Fish Department were founded. Plus the State Industrial School was restructured, the Big Thompson Highway was opened and employment opportunities increased through the Works Progress Administration. During World War II (WWII), he served as a Lieutenant Colonel in the U.S. Army on the selection and assignment board for military officers, until 1994 and was part of the military government of Guam, until 1945. After the war, he practiced law until his death at 76.
