World War I Victoria Cross Recipient. He served as a Lieutenant Colonel in command of the Black Watch, 1st Battalion, Lincolnshire Regiment, British Army. At Zonnebeke, Belgium, on October 4, 1917, Lieutenant Colonel Evans took his battalion through a German barrage, formed up all units and led them to the assault. While a enemy machine gun emplacement was causing casualties, Lieutenant Colonel Evans rushed at it by firing his revolver and forced the gun position to surrender. After capturing this objective he was severely wounded in the shoulder, but refused to be bandaged. He re-formed the troops, pointed out another objective and again led his battalion forward. Again badly wounded, he continued to command until the second objective was won and after consolidation, collapsed from loss of blood and he was removed to an aid station. For most conspicuous bravery and leadership, he was awarded the Victoria Cross by King George V at Buckingham Palace on January 2, 1918, later achieved the rank of Brigadier General and saw service in World War II. He died at age 81 in Wales.
