U.S. Congressman. He attended McCabe's University School, graduated from the law department of the University of Virginia in 1886, was admitted to the bar in 1887 and commenced to practice law in Boston, Massachusetts. Returning to Virginia, in 1888, he continued the practice of law, was Petersburg City Attorney (1888-93) and was appointed by President Cleveland, the U.S. Attorney for the eastern district of Virginia, serving 1893-96. In addition, he served as a Captain of Company G, 4th Regiment, Virginia State Militia and was supervisor of the Twelfth Census for the Fourth Congressional District of Virginia, in 1899. He was elected as a Democrat to the Fifty-sixth Congress to fill the vacancy caused by the death of Sydney P. Epes, reelected to the Fifty-seventh Congress (1900-03). In 1907, he was again elected to the Sixtieth and Sixty-first Congresses and served until his death.
