He attended the East Florida Seminary, engaged in banking, graduated from the law college of the University of Florida, in 1914, was admitted to the bar and commenced to practice law in Gainesville, Florida. He was secretary to U.S. Senator Duncan U. Fletcher, (1917-36), also served as clerk to the Senate Committee on Commerce, (1917-21) and to the Senate Committee on Banking and Currency, (1933-36). On July 1, 1936, he was appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of Duncan U. Fletcher and served until November 3, 1936. Not a candidate for election, he resumed the practice of law until his retirement in 1947.
