U.S. Senator. He graduated from Washington and Lee University, in 1877, moved to Salina, Indian Territory Oklahoma and taught school among the Cherokee Indians. He studied law, was admitted to the bar in 1880 and commenced to practice law. As a member of the Cherokee Nation, he worked as a legal representative federal Indian agent for the Five Civilized Tribes (1885-89), he was a member of the Democratic National Committee (1892-96), organized the First National Bank of Muskogee and was its president, (1890-1900). Upon the admission of Oklahoma as a State into the Union in 1907, he was elected as a Democrat one of the first Senators from Oklahoma to the United States Senate, serving until 1925. While in office he was the first chairman of the Senate Committee on Banking and Currency and cosponsored the legislation creating the Federal Reserve System in 1913. Declining to be a candidate for re-nomination, he resumed the practice of law in Washington, D.C. and served as chairman of the National Popular Government League from 1913 until his death at age 91.
