US Congressman. He attended Trinity College before graduating from the University of North Carolina in 1879, then studied law, was admitted to the bar in 1880 and commenced practice in Selma, Alabama, In 1893, he was elected as a Democrat to the Fifty-third Congress, then presented credentials as a Member-elect to the Fifty-fourth Congress, serving until 1896. He again presented credentials to the Fifty-sixth Congress and served (1899-1900). After his term he resumed the practice of law in New York City, until his death at age 43.
