Civil War Georgia Governor, US Congressman. He served as Governor of Georgia from 1855 until 1865, which encompassed the length of the Civil War. He was a staunch States Rights advocate, and frequently invoked those rights in conflicts with Confederate President Jefferson Davis' government during the war. In 1880 he was appointed as a Democratic Senator from Georgia to the United States Senate, serving from 1880 to 1891.
