Civil War Medal of Honor Recipient. He served as a Captain in the Union Army in Company H, 11th Connecticut Infantry. He was awarded the Medal of Honor for action on September 29, 1864 at Fort Harrison, Virginia. His citation reads "While acting as an aide and carrying an important message, Horne was severely wounded and his horse killed, but delivered the order and rejoined his general."
