US Congressman. A member of the Democratic Party (later Republican), he served California's 30th and 31st Districts in the US House of Representatives from 1982 until 2001. Raised in East Los Angeles and later Monterey Park, he attended Los Angeles Trade Technical School and served with the US Marines following the conclusion of World War II. Upon his return home, he became the proprietor of an upholstery business and served on Monterey Park's Planning Committee from 1971 to 1974, before being elected to their city council in 1974. He served in California's state assembly from 1980 until 1982 and was elected to the Congress, succeeding George E. Danielson. During his tenure in Washington, Martinez spearheaded efforts for the Older Americans Act and was a proponent of the Head Start program. Towards the conclusion of his political career, Martinez switched his affiliation to the Republican Party.
