U.S. Congressman. He graduated from the Pennsylvania Agricultural College, was successful in agricultural pursuits and was also president of an insurance company. He served as a member of the Delaware State Senate, (1875-77) was a delegate to the Democratic National Convention in 1884 and was appointed internal-revenue collector for Delaware, by President Cleveland, serving (1885-87). In 1891, he was elected as a Democrat to the Fifty-second and Fifty-third Congresses, serving until 1895. Not a candidate for re-nomination, he resumed his previous business interests until his death at age 67.
