U.S. Congressman. Moving with his parents to Missouri, in 1869, he attended the Salem Academy, studied law, was admitted to the bar in 1882 and commenced to practice law in Bolivar, Missouri. In 1903, he was elected as a Democrat to the Fifty-eighth Congress, serving until 1905. He was reelected to the Sixtieth Congress and to the next five succeeding Congresses, serving (1907-19). An unsuccessful candidate for re-nomination, he resumed the practice of law in Missouri, until 1935, then retired and lived in California, until his death at age 91.
