55th Delaware Governor. A successful investor and businessman, he served in the Delaware State Senate from 1899 to 1907. He was the Republican Party nominee for Governor of Delaware in 1908, and he defeated Democrat Rowland G. Paynter for the office. He served as Governor of Delaware from January 19, 1909 through January 21, 1913.
