U.S. Congressman. He graduated from graduated from Quigley Preparatory Seminary, from De Paul University, from De Paul University Law School in 1940 and was a lawyer in private practice in Chicago, Illinois. During World War II, he served in U.S. Army (1942-45). After the war, he served as assistant attorney general, in the Office of the Attorney General, State of Illinois (1945-51). In addition he was in the Office of Price Stabilization (1951-53) and the assistant Illinois State Attorney for Cook County (1953-54). In 1955, he was elected as a Democrat to the Eighty-fourth Congress, serving until 1957. An unsuccessful candidate for reelection, he was alderman of the Chicago City Council (1959-67), president pro tempore of the Chicago City Council (1963-67), Illinois State Attorney for Cook County, in 1969 and judge, circuit court of Cook County (1970-84). His last public service before retirement was as appellate judge, of the Illinois Appellate Court, (1986-94).
