US Congressman. A member of the Democratic Party, he served Michigan's 3rd District in the US House of Representatives from 1979 until 1993. Raised in Los Angeles, he received a BA from Reed College (Portland, Oregon) and attained his Ph.D. from Massachusetts Institute of Technology (MIT), prior to serving as an associate professor at Western Michigan University from 1967 until 1972. He initiated his political career in 1972, when he was elected to and served in the Michigan House of Representatives (1972 until 1976). During his tenure in the US Congress, he will perhaps be best remembered as an authority on the subject of Africa. He chaired the subcommittee on Africa of the House of Foreign Affairs Committee and spearheaded the African Famine Recovery and Development Act which included the establishment of the African Development Fund.
