U.S. Congressman. He graduated from the University of Tennessee, and was employed as a clerk in the Pension Bureau at Washington, D.C., (1881-83). He then studied law at Columbian University, was admitted to the bar in 1884 and commenced to practice law in Knoxville, Tennessee. He was Assistant Doorkeeper of the Congress House of Representatives, when elected as a Republican to the Fifty-second Congress to fill the vacancy caused by the death of his father, Leonidas C. Houk and reelected to the Fifty-third Congress, serving (1891-95). An unsuccessful candidate for re-nomination, he served in the Tennessee State Senate, (1897-99, 1911-13, 17-23).
