World War I Victoria Cross Recipient. Born in Coseley, England, he served as a Private in the 7th Battalion, South Staffordshire Regiment, British Army. On July 27, 1917 north of Ypres, Belgium, Private Barratt was part of a scout to a patrol which was heading towards the enemy lines. In spite of continuous fire, he stalked and killed enemy snipers. Later his patrol was similarly held up and again he disposed of the snipers. During the withdrawal of the patrol it was observed that a party of the enemy were forming to outflank them, Private Barratt at once volunteered to cover the retirement. His accurate shooting caused many casualties to the enemy and prevented their advance. After safely reaching his own lines, Private Barratt was killed by enemy artillery fire. For gallantry in the face of the enemy, he was posthumously awarded the Victoria Cross on September 4, 1917.
