U.S. Congressman. Born the son of U.S. Congressman Charles Randolph Thomas, he attended New Bern Academy, Emerson Institute, Washington, D.C. and graduated from the University of North Carolina, in 1881. He studied law with his father, at the law school of Judges R.P. Dick and John H. Dillard, was admitted to the bar in 1882 and commenced to practice law in New Bern, North Carolina. Entering politics, he was a member of the North Carolina State House of Representatives, in 1887, attorney for Craven County, (1890-96) and was a trustee of the University of North Carolina, in 1893. In 1899, he was elected as a Democrat to the Fifty-sixth Congress and to the next five succeeding Congresses, serving until 1911. Declining to be a candidate for re-nomination, resumed the practice of law, was appointed judge of the Superior Court of North Carolina, in 1926 and continued to practice law until his death.
