U.S. Congressman. He studied law, was admitted to the bar and commenced practice law in Springfield, Tennessee, in 1893. He was a member of the Tennessee State House of Representatives, (1892-96) and a member of the Tennessee State Senate, (1902, 04). Moving to Texas, in 1905, he practiced of law in Houston and was elected as a Democrat to the Sixty-third Congress, serving (1913-15). Not a candidate for re-nomination, he resumed the practice of law and was elected to the Sixty-seventh Congress and to the next five succeeding Congresses, serving from 1921, until his death at age 63.
