Louisiana Governor. After studying law at St. Genevieve, France, he left France during the Revolution in 1791, immigrated to Santo Domingo, later came to America and finally settling in Louisiana, 1797. Entering politics, he served as secretary of the municipality of New Orleans and was appointed as the official interpreter of languages for the territory in 1803. He served as clerk of Common Pleas, was secretary of the Legislative Council in 1804, a member of the Louisiana House of Representatives in 1812, served on the bench of the Louisiana Supreme Court, (1813-20) and was the Louisiana Secretary of State, (1820-27). In 1828, he was elected 6th Governor of Louisiana, serving until his death after being thrown from a horse drawn carriage in 1829, at age 60. During his time in office, New Orleans navigation companies were authorized, the state's levees were developed, educational improvements were endorsed, the New Orleans gas light company was integrated, plus attempts were made to mend political rifts between the French and English.
