Born in Manchester, Nh son of Sherman and Helen Phillips Burroughs, he graduated from Manchester High School in 1917 attended Dartmouth College earned a master's degree in Business Administration in 1922.

He was a businessman in Manchester, specializing in designing pensions plans for Corporations. He was at one time General Agent for National Life Insurance Company of Vt.

Also active in the Republican party served as committeeman for New Hampshire Representative for the National Convention during the 1940's and supported Dwight David Eisenhower during the 1952-53 campaign for President of the US. In late 1953 he sponsored a action-wide poll to determine voter satisfaction with the policies of the Eisenhower Administration. He was appointed to represent the US at the independence ceremonies in the Cameroons in 1959 and at the inaugration of the President of Liberia in 1960. He also served on the Board of Directors of the Panama Canal Company.

His papers regarding his time during the Eisenhower Administration are resident in the Dwight David Eisenhower Library, Abilene, Kansas.

He was also named citizen of the year in the city of Manchester 1974 and was a member of the National Society of the Sons of the American Revolution.
