U.S. Congressman. He graduated from Western Reserve College in 1872, taught high school in Lisbon, Ohio, and was superintendent of schools in Lisbon (1873 to 1875). He was also the editor of the Buckeye State newspaper in Lisbon (1875 to 1876). He studied law, was admitted to the bar in 1877, commenced practicing law in East Liverpool, Ohio, and was the prosecuting attorney of Columbiana County, Ohio, (1880 to 1885). In 1895, he was elected as a Republican to the Fifty-fourth Congress and the next three succeeding Congresses, serving until 1903. Declining to be a candidate for reelection, he was appointed by President Theodore Roosevelt as a U.S. district judge for the northern district of Ohio, in 1905, where served until his death.
