North Carolina Governor. He graduated from the University of North Carolina in 1927, from the law school of the University of North Carolina in 1929, was admitted to the bar, and opened a law practice in Sylva, North Carolina. He also served as Attorney of Jackson County, North Carolina, and served as a member of the North Carolina State Legislature in 1941. During World War II, he served in the U.S. Army medical unit as a paratrooper in the European Theatre. After the war, he was appointed a North Carolina Superior Court Judge, serving from 1948 to 1958. In 1965, he was elected as a Democrat, the 66th North Carolina Governor, serving until 1969. During his term, legislation was passed giving teachers the largest pay increase in the state's history, and a successful $300 million highway bond was issued which brought more than $8 billion in new and expanded industry to North Carolina. After leaving office, his successor, Governor Robert W. Scott, appointed him a North Carolina Superior Court Judge, serving from 1969 to 1978. After from the bench, he resumed the practice of law until his death. In 2017, a North Carolina historical marker was dedicated in his honor at Mark Watson Park, Sylva, North Carolina.
